Peppermint Patty didn't invite them, and Charlie Brown was already concerned about the guests that were coming, so there's no way he was going to invite anyone else. Anyway, that's my theory.

I used to fight with my sisters about it and my mom would make us take turns on who got to sit on the side by themselves. For the story to work, you can't have both Lucy and Peppermint Patty as Charlie Brown's antagonist. Since Patty obviously has subdued romantic feelings for "Chuck", her being the pushy one makes sense.

I've always believed that they just wanted to have a holiday special that focuses more on Charlie's relationship with Peppermint Patty and to give her, Marcie and Franklin more screen time. You don't see them in the Christmas and Halloween ones so it makes perfect sense to add them to this one. Lucy gets more screen time in other specials, so why not have other characters get time on screen who you don't see much.

In reality the Actress who played Lucy on Christmas and the Great Pumpkin was going through the change of life and they didn't have the resources or time to recast the part. So the opening scene was the only one they got where she still had a little girl's voice. Originally Lucy was supposed to have a way bigger role in the Special.

Too bad we didn't have channels like this years ago. Sadly, the folks who would know for sure are mostly gone. My guess would be having other obligations. Peppermint Patty, Marcie and Franklin went to a different school than the rest of the Peanuts gang, and really only interacted with them in baseball games (which PP's team always won). At least until Apple TV got a hold of them and made everyone go to the same school in the same grade.
