Dear sir nice information..In addition I would say that in the battery chargers there is circuit for Earth fault detection which is using registor which is deviding voltage at half of total rated voltage. For example if 220V dc system than voltage should be 110V between earth to posative and earth to nagative. But sometimes if that resistor opened in Charger earth fault circuit than you will get zero voltage on both side.
