    According to Baron, for many years the foremost expert on the development of classical republicanism, the ideology was a product of the long conflict between Florence and Milan. Florence was ruled by its commercial elites while Milan was a monarchy controlled by its landed aristocracy. The Florentines asserted that their form of government was superior on the basis that it was more similar to that of the Greeks and the Roman Republic. Moreover, Leonardo Bruni (1370-1444) asserted, based on Tacitus's pronouncements in the introduction to the Histories, that republican government made better men, whereas monarchy was inimical to human virtue (see Tacitean studies). The Florentine ideal developed into the ideology of civic humanism, as per Baron.

    This idea that civic humanism is based upon Greece and Rome seems a little inaccurate when we look at the immense influence religion had in both of these political systems. Especially after Constantine, the emperors of Rome (with the exception of Julian) were directly entangled with the church. Most notably giving elevating priests to bishop positions, as well as arguing for one doctrine over another (there were still quite a few ideological rifts among Christians at the time. Before Constantine, Roman emperors were the head of the state run polytheistic religion. Greek city states, most notably Sparta, made diplomatic and military decisions based around religious ideology, rather than what was best for the state. This isn't to say that Civic Humanism is flawed in its beliefs, but it seems hard to draw these principles from Greek and Roman political systems.

      Yes, I seem to have forgotten some of the prevailing beliefs about pagans at the time. I also understand that while I see Rome as a society whose politics are largely based on religious beliefs, these thinkers were viewing Rome through the perspective of a time with quite a bit more church involvement.
