The gulf cooperation council is complicated and not entirely exclusive to the gulf countries .. morroco and jordan were invited to join and refusef if im not mistaken and yemen wasnt initially invited due to its crumbling economy and politics .. gcc was established in the early 80s and it has a high council that meet annually to arrange economic and security measures for the participating countries .. i have heard that yemen continuously apply to become a member and have been rejected several time .. recently - from early 2010 thr country has been particularly unstable following the arab spring .. ovrthrowing of president ali abdulla saleh and then the war with saudi arabia and the UAE which was and still is a complete shambles. .
