I agree with most of what you said but how is the bill being against 'Any charity/ Help = Allurement' a concern? It's quite evident if the Charity relies on conversion then the motives of the donaters are dubious, all because of such allurements poor citizens end up falling for their such traps.
If any charity helps and after many times the person wants to convert on his own then that help can be considered a trap even if the person himself is willing to change

According to this bill if anyone willing to convert to another religion then he/she must have full faith in that particular religion and by his will.
And govt is taking 60 days to investigate everything and make necessary changes in different govt departments as due to our complex system. Exception - reconvertion
