@@wongdor spell card rules was made by reimu so that human have a chance to fight againt youkai/god/whatever it is, but it is not an absolute rule that everyone has to follow. They can still fight/kill without using the spell cards rule and the youkai only accept it since it seem fair giving human a chance to fight back. Youkai/god can still kill/scare/help human in gensokyo since it is a necessary thing for youkai/god to be remeber by human and keep on existing. Yukari will also help some weak human-eating youkai by providing them human body if needed or stop some youkai that is eating human non-stop but will still allow them to eat if they know when to stop. Reimu was the also the only miko that doesn't kill youkai but making the spell cards rule instead, all the miko before reimu pretty much kill all youkai once they start making problem or if a sage(yukari) ask them to. That is gensokyo, a place where youkai, god and human live in balance
