      this report adds to the information but not fully discuss all the aspects and scenarios. Why does it not explain how Mandi's and APMCs handle demand-supply fluctuations ? Why does it not discuss scenario of inflation due to monopoly of APMC middlemen? Hoarding can be done at APMC level also. It has been done if past. Why does it not highlight the fact that some of the middlemen in APMC and big farmers have nexus to manipulate prices ? Last but not the least why does it now highlight the fact that any MSP security cover by govt in case of excess produce results in wastage and loss of taxpayers money in buying it ??
      Report gives partial truth which can also be counter-productive.

    I am from tamilnadu. I like this video quite useful. After celebrating 72 years republic day still farmers in my state are very poor and facing lots of troubles like cyclone , floods , insufficient water storage etc. State and central government will never provide enough money or cancel loans for affected farmers as so many years passed away. So my opinion is central government tried their best and let them do their work. Hope it may be successful for farmers in future. The whole problem is for small and poor farmers let their children's will help them in condition apply legal process after all they are working in IT field for foreign company.

      Dear All ....you know how muchh damage farm reform bills do to small,poor farmer , let me tell you .. this bill makes the existing contractors mere #sponsers ,which will be making agreement from 1-5 years to an individual or group of farmers , agreement doest nt include anything related to land , and any infrastructure that the firm built on farmer's area will have to be removed by the firm within a month ( after contract period) or else that infrastructure belongs to the farmer while all payment will be done at the time of crop transfer, besides disputes related will be dealt on the fast track path by SDM or DM level and only farmer have the right to go to the sessions court,moreover the penalty for farmer is the loss of sponser while penalty on sponser is 1.5 times the deal amount & a disaster on #mandi system is that yess mandis demand will decrease as farmers dont be needing them and will be merely controlled by authorities, in fact govt wont be spending that much money on buying the crops and can do a lot more imp works... the sponsers can arrange agri -councellors, may lend some amount( with no or little interest),can also include aggregators and can arrange transport facilities or include them in big supply chains..... SEE this is Why it becomes #KAALA kanoon for the opposition and not to the majority of farmers....
      dear #All , i consider people raging for farm bills as innocents in pain , please lets not hurt them any more ... iff #Tikait is right , he would have gone to supreme court to challenge the bills, he is running away because he is wrong ...

      @@shubham-yw2nv bro, are you telling about contract farming, right. But it already happening in my village, all sugarcane farmers doing contract farming. They get good profit. That's why gov try to implement in all other crops, it's upto farmer's wish. And I also agreed, why don't they join in supreme court committee instead of doing protest. I support every law has merits and demerits, so you have to rectify by challenge in court but ban is not a solution.

      Every one will do that but farmers are now beating police. Remember protest of 2013 . It was peaceful. Peaceful protest is necessary for any debate. Farmers are telling to repeal the bill but that's not possible. They should debate over it to make it more useful

      MSP and supply chain. once you have that farmers will be able to control private companies. if union sees a company mal practising .. ban that company. trust me competition of private company will pick up the goods, people needs to eat.

    Bro one thing you missed is , In the Price bill it says .....A farmer can come out of the agreement with a corporate without paying any penalty , but a corporate has to pay penalty if it goes back on the agreement .

It's only the Central & State Govts. & it's agencies which are procuring crops at MSP rates(mostly wheat & rice) for Public Distribution System or maintenance of buffer reserves of these food items. An average Indian who purchases grains from market is purchasing at market rates and MSP has no bearing on that unless the Fair price shop owners & others are diverting the publicly procured supplies to private market!!

Current government knows this and they know many poor and weak farmers are being exploited by these cartels that is why as first step they are simply saying that these farmers be allowed to sell directly to market. To Government's point there is no reason for farmers who sell to APMC or FCI at MSP price to panic for if they want to continue they can . However reason these protests are there in place is those running these cartels know in future the government will reform the system further and their corrupt gravy train will come to stop. Most agitations in this country are being funded by corrupt to stop reforms.

      These protests are EXACTLY on same lines as protests from Mulayam Singh and COmmunists when first ATMs and IT came to India , they were against these and conducted many agitations and protests by spreading fear about job losses.

    One correction here, government can't get out of the Agri business. They are bound to buy wheat and rice as per the Food security act. It's mandatory for them to provide wheat and rice to nearly 80 cr people in India via TPDS

      @@fishsauce7497 I think you are uneducated about this subject, so let me educate you. This government has done the maximum procurement, compared to all previous governments. Especially the procurement done last year, was bumper ! As well as because farmers were given 1.5x msp last year because of covid, the farmers benefitted both from the fact that all their produce was procured as well as they were given higher price. You should read more newspapers like Hindu and Indian express, you would understand how this procurements last year by govt. was the reason why Agriculture sector saw a boom last year, even though all other sectors were down because of covid.

      The fertility rates in Bihar, UP and MP are balancing the lowering of TFR across the other states. Rate of growth has decreased but the population is increasing in crores every year. We have a demographic advantage because of higher proportion of youth but there's no use if there aren't enough jobs or skill based education or training. Hopefully NEP 2020 will do good in that sense.

    Nicely explained except for one thing that you missed. “If the PVT companies are not paying the farmer for what they have agreed on, the farmer shall get lower price”, you said. But in this case “the farmers can still sell the product in Mandi on MSP”, you missed.

      Pvt companies have to pay ,what they agreed upon, by lower price he meant ,now the farmer is also the part of demand and price cycle, sometimes he might get Less price due to less demand

    People don't want to pay more from their pocket for vegetables, but speak about farmers profit.
    How can it happen.
    Private companies will take care of the pricing for farmers.
    Anyway farmers always have option to go to APMC mandi if they wish to.
    Government is not forcing farmers to sell to any individual they can sell as they wish.

      Farmers can already sell to private buyers and most of them never pay on time.
      APMC will die after these laws because the contract farming will restrict them selling to anybody else, much like BSNL died off after Jio was given all of its infrastructure.
      The public is being distracted by the media because if this happens the days of road side vendors selling fresh fruit, vegetables, juice, etc will all disappear and average people will be buying from large reliance superstores at Rs200/ kilo and paying Rs100 for tea from street vendors, and by then it will be too late.

      @@TheHardeepu these laws aren’t per say bad but the advantages for the farmers provided are crippled by equal disadvantages arising from the law. At the end of the day tho I believe consumers don’t get to say what is best for farmer’s. I believe that if a farmer truly believed that they would be empowered by this law, their religious/political alliance wouldn’t come into the scenario

      It's the news that has made it a 'religious' issue, and the same news channels seem to think that if anybody goes against anything the government does they're automatically anti BJP and in favour of Congress. This is where they're wrong, whoever is in power especially without a decent opposition to debate laws properly before their passed will create problems and this is the core reason. Criticising the seat in power doesnt mean you support the other. It's happened with Trump in the US and in the UK where one party when in power takes advantage of pushing through some very contentious laws. If you look at the parliament footage of the laws being passed you will see that is no way of passing such a big bill...

      1. The farmers will before hand know in the contract how much price they are gonna get. If they fail and legal clause I not valid let's say because the farmers couldn't supply the aggred quality, then the farmers will still have the option of selling the crops to APMC.
      2. You gave the example of BSNL, well to tell you the fact that BSNL was never ahead in the race, it was already lagging behind even before Jio came. It lacked because of the poor quality of network that they provided in comparison to the private players. If you blame jio for BSNL's loss then you are wrong because bsnl lost because if it's own incompetency.
      3. We all have to agree that the farm laws are not perfect. But instead of demanding the laws to be annulled they should be amended , so that the farmers get max profit. We want the best for our farmers.

      Dirty cheap politics nothing else. First search about what are the existing kisan programmes, subsidies, trainings, loans, insurance, machines and tools with subsidies, electricity cost by govt. After providing everything also some farmers are poor due to middleman/brokers/commission agents. To solve this problem they modified existing one to help farmers from brokers. Go and read about it.

      @@krishnamuruganantham5499 Okay but what about the time when a corporate organisation might dominate the farmers on the legal agreement and once the farmer is fully involved in the direct trade with private org. govt wont interfere even if there will be an issue after 3 yrs. Till 1 to 3 yrs everything will be fine and also no farmers do this storage thing. They cultivate and then sell it. I agree that the middlemen should be removed giving more options to the farmer for their benefit. Also acc. to the third act items might be so costly that people especially middleclass wont be able to afford that. The issue is the things if went wrong what are the necessary measures which a farmer can take. Please enlighten me as I am open to gain more knowledge woth a healthy discussion. :-)

      Some flaws? A farmer has to live in the constant fear of being exploited by companies, a poor and a middle class family have to live in fear of not being able to feed their families. This is not rectifiable.

      @@chaskramer2932 farmers were still getting exploited in APMC mandis as traders waited for the longest time so they could buy products from farmers at cheap rates(for perishable products) since earlier trading outside mandis was prohibited.

      first of all the bills violates the constitution as it states that center cannot interfere with agriculture. All the bills are unconstitutional. Supreme Court should have take suomoto cognizance but they didn’t as the Chief Justice of Supreme Court has just jointBJP and became RAJYAPAL member.

      It also takes away right to legal recourse. As it clearly states that no one can file a case against government or any other person (which includes corporates), this is dangerous for a democracy and no one is talking about this

      @@ANR1122 the government has offered to add a clause for this though. And even allows them to directly approach a higher court since a battle at a lower court between a corporate and an average farmer can never be equal.

    The main purpose of these amendments is that farmers have to produce more and more and earn more and more. If the domestic supply increases, then Govt will open the export gates allowing the export of excess production of that particular commodity.
    If the domestic production of any item decreases due to monsoon failure,etc.and leads to price escalation, then Govt will import such shortfall items from other countries to maintain price stability.
    In our country nearly 40% of vegetables / fruits produced are getting wasted / rotten due to non availability of cold storage facilities. Even large scale farmers can not offer for such a huge investment required for cold storage facilities. Reliance industries had invested nearly 1000 crores in Bangla desh to develop cold storage facilities to overcome the wastage of perishable items produced in Bangla desh. However, the same Reliance Industries is scared to invest in India due to adverse criticism of our opposition parties.
    Hence, Govt has made it clear that anyone can own a warehouse with or without
    cold storage facility any where in India. So now, even opposition party leaders can invest in warehouses with or without cold storage facility of their choice and offer tough competition to corporate players and earn huge profit, rather depending upon only commission money..
    In previous farm bill, it is mandatory that farmers have to sell in the APMC markets only which are dominated by politicians.
    Now, Govt has given the freedom to farmers to select the customer of their choice.
    It is nowhere mentioned that farmers have to sign contract farming agreement with any corporate company and that they have to sell it only to Corporate companies.
    Farmers are given full freedom to sell their products to any one of their choice.
    Hence, none of the above amendments will give rise to any adverse effect, on farmers earning.
    One draw back is politicians will loose commission income which they used to loot from poor farmers for the last 70 years and their cartel can not decide the selling price of any produce of farmers. No doubt, State Govt will loose 10% mandi tax levied on poor farmers but State Govt can easily make up for the above losses by increasing the tax on liquor/ cigarettes,etc or by curtailing the free bees given to rich people like free scooters given to working women, free laptops given to students of rich people, free rations given to Govt employees / tax payers, free Deepavali and Pongal gifts given to affluent families, levying 10% tax on donations received by trusts owned and operated by politicians, levying 10% cess on pension money received by politicians, like MLA, MP, Municipal councillors,etc., ( as the donations received by any political party and the pensions received by MLA,MP, Councillor, etc., are exempted from income tax, State Govt can levy just 10% cess to compensate the loss caused due to forecasted reduction in revenue on mandi tax) etc.,

Low .. middle... high class).putting cess on MPs & MLAs or any politician is a dream without any future & which never come true.... Moreover, cold storage may be constructed by state govt for storage purpose......As on date, our nation depends on only one pvt sector which is known to all... which leads to monopoly in future..... When monopoly started it will be big loss to farmer and heavy price hike to people. Further, our constitution is so flexible that, any govt can amend or create new act easily. What is the guarantee in future that another Govt will not amend that x company invest on cold storage in Crores... Farmers have to sell commodities to x company only,.... then what will happen....... We are in the democratic country but there is no democratic & fundamental rights....

      FCI is another corrupted dept of GOI.
      They used to pay Rs.6lakhs per month as salary to a coolie who used to load and unload the wheat / rice bags.
      So, you can imagine how much others will be paid or shown as paid in their books of account , to the Govt.
      This is in addition to the losses shown as quantity eaten by rats, pests and grains spoiled due to poor storage and handling by employees of FCI
      No one is answerable for all such losses just because it is Govt dept and the employees are protected by trade union leaders belonging to opposition parties .
      All such lootings and wastages are done from
      the tax paid by us.
      If you want Modi Govt to continue such wastages of tax payers money for doing such loss making business in the name of "food security" , they will continue the same and we have to go on paying more and more taxes year after year.
      Alternatively,, if the Govt encourages farmers to form a "farmers society" in each and every villages and with the loan given by the Banks, if they start warehouses in their village, then they can immediately procure farm produce from local farmers and preserve it meticulously in their warehouse and supply it to the Govt with a reasonable profit, as and when required by the Govt. This will give rise to a win - win situation to both the farmers and the Govt . In other words, each and every village in our country can act as a warehouse for the Govt of India and Govt can save huge wage bill paid to FCI employees and the wastage of food grain will come to the lowest level as farmers will take utmost precaution to preserve it from rodent, pets,etc and overcome its wastage caused due to direct exposure to rain or due to water seepage through leaking roof, of the warehouse,etc.,
      The above arrangement, if implemented it will generate employment to local farmers with better remuneration and discourages them in migrating to cities for employment.
      If opposition party leaders have enough money to invest, then they can also invest in such warehouses rather than investing in Engineering colleges as running a Engineering colleges has become a non lucrative business with the launch of IITs in each and every states.

      You are under the wrong impression that Modi Govt wants to promote Reliance Industries as a monopoly trader for the entire nation in marketing " farm produce" of our farmers.
      The recent amendment gives farmers the freedom to sell their farm produce to anyone of their choice, anywhere in the country by eliminating the corrupted Permit Raj system.
      Reliance Retail is closing down their units one by one as they are unable to compete with other local retail traders. Hence, whether Reliance Retail will survive in the market after 5years, is itself doubtful.
      If opposition party people who acted as Commission Agent's in APMC markets, can offer better price to farmers and buy their their farm produce, from their farms then Reliance Retail will automatically get closed on its own.
      I understand that our Arakkonam DMK MP has invested around Rs.26000 crores in Sri Lanka to commission one Refinery to refine crude oil. He could have very well invested that amount in TN to buy BSNL's TN shares from GOI and could have given better telecom services to the people of TN or he could have utilised that money to promote units to compete with Reliance Retail at least in TN circles so that our farmers would have got better price for their *farm produce" and generated employment to people of TN, thereby we could have forced early closure of Reliance Retail in TN.
      No Govt would have prevented him from setting up such industries anywhere in TN. Unfortunately, our opposition leaders do not prefer to invest their earnings in India to generate employment for us but prefer to invest in other countries and they blame local people, especially Ambani, Adani, as and when they start any industries or businesses in India.
      Modi Govt has already asked Reliance Industries to surrender Krishna - Godavari oil fields to the Govt as they are unable to pump the contracted qty of crude oil and natural gas and their licence to supply arms and ammunition required for our Navy, is cancelled due to delay in meeting the supply requirements of Navy.
      Hence, kindly do not fall prey to the false propaganda of opposition parties that Modi Govt wants to promote only Reliance Industries or Adani Industries. Modi Govt wants each and every one of us have to become industrialists, business people or promoter of startups,etc so that India will progress in all fields. If you come across with any difficulty in starting any industrial units or business houses or start ups and if Modi Govt policies remain as a bottle neck for promotion of the same, then you can raise your voice through public medias so that your concerns will be heard of by Modi Govt and they will do the needful.
      Let us not become prey for the false propoganda of our opposition party leaders but remain as a patriotic citizens of India and promote our country's prosperity and security so that our children can have a peaceful and prosperous country to live.

    There is a reason why these three bills were proposed at the same time. As you said, the private companies will try their absolute best to buy at a cheap price from the farmers, and using the third bill, they will sell it at an exorbitant price to the consumers. Both the farmer AND the daily consumer lose but the private companies benefit.

      @Puneet Garg he is saying the same thing. For first 2 3 years private will pay good prices the farmers will move towards private and then monopoly will exist. See the condition of BSNL. Jio first made free and attracted towards itself and then slowly slowly making plans higher( i know data plans are lower than previous but compare today prices with 2016-17). Same thing goes here. Mere be private company hoge me be same strategy lagunga profit jo kamana hai..

Even after giving many bailouts, they weren't able to recover. And talking about other companies, well I agree that jio does have a monopoly in the telecom sector but one reason can be their facilities... Vodafone-idea don't provide good network. Airtel is trying.
      Don't know for how long it would be same but it has been 4 years of good services...

    The speaker should be lauded for his unbiased and clear thinking which were transformed into intelligible expressions!Thank you sir!
    Few things for consideration are:
    1. A small farmer will anyway either suffer, or , may not take advantage of the price increase! So, the protest/agitation that is going on does not suggest any way forward for a small farmer.
    2. The Mandiwalas will anyway benefit, either thru Mandis/APMCs. The mandiwala cum farmer will enjoy the best advantages and they will even team up with the Corporates against whom they are protesting(no friend or enemy in making money together!)
    3. Unless there is a specific solution to protect small and marginal farmers, the protest is just political and is an expression of opposition to the Government at the centre. The Centre may not achieve much by following the dictates of the bill, though, they may not create more harm to the small and marginal farmers than what is being experienced by them now.

    Simple and clear explanation of the bill. But u missed to mention that farmer can choose his buyer and no force or legal obligations to sell to private companies. If he still chooses to sell APC he gets MSP support or to company to get more than MSP price. He is a king if he manages better.
