Then by the time the game is complete it feels like you're looking at last year's game but for the price of a new release and it just feels bad. Plus, many people have already played it by the time it's complete, they've found out the secrets and techniques, gotten tired of talking about it and the community just isn't the same as the community for a new game anymore.

Doesnt matter if the disconnect was genuine or not.Point proven remains exactly the same. The whole concept of using one area for different missions falls down with the fact that npc are completely script based. Whatever you do, whatever the target, every NPC is ALWAYS at the same place, does the same things, walks the same paths when you do the same thing, they react the same way. There is no advantage over an "normal old offline hitman" or Alekhins Gun (which is essentially like an old hitman) and alike. So there is no excuse to more or less force all that online bs on people. Swat 3 managed about 10 years ago to spawn enemies differently every time.
How amazing would an open-world Hitman game be (sort of in the vein of True Crime: Streets of LA mixed with elements of Grand Theft Auto and Watch_Dogs)? ...then again, a game that ambitious and chock-full of content would actually take effort and time to create, so it's probably never going to happen.
