I am super late to this, but "ne avremmo costruito" is correct! Actually, "costruiti" should be plural because the participle agrees in number/gender when the object (in this case "ne") comes before the verb.
Eg: Hai fattO bene gli esercizi
Li hai fattI bene (gli esercizi)

i'm not sure but i think targhe alterne is a system where only some cars are allowed in the city(depending on their registration) and the next day some other cars are allowed. the idea is that they take turns so there is less cars at once. it's a mess and it does'nt work.

"Ne" takes the gender/plural of the word, and "costruito" is (i believe) a "past participle" and takes the gender, just like "altro".
"We would have built two more (of them)."
I think it's because the verbo has to have an object, so it is either stated or "absorbed" by the word.
For example: "Avremmo costruito altri due centri per gli anziani"; or, let's make it one: "Avremmo costruito un altro centro per gli anziani" ... then we could say, "L'avremmo costruito." -- "We would have built it." ... The "it" ("lo") gets absorbed by "costruito". If it was a statue ("statua") instead of a "centro", we would have "L'avremmo costruita." This time "la" is being absorbed and so we get "costruita" ... and if we state the noun instead we have: "Avremmo costruito la statua.", "We would have built the statue."
You're right though, all it takes is practice! The trick is to "feel" the word. "Ne" is like "gli" or "lo" but it's neutral so you look to the noun to get the gender.
Here's one more:
"Anziche chiudere il centro per gli anziani, sarebbe stato meglio costruirgliene altri due."
"Instead of closing the senior center, it would have been better to build them two more!"
In English there is a sort of "hidden" ("of them") after the "two more"
The "gli" is the "them" in "build them", which is implied to be the *seniors* and not the center because it's "center for the seniors".
You get the same sense in english, because the word "senior center' implies that the "two more" are being built for the "seniors" and not for "the center".
So in anycase, they have to be squished together so you get "gliene" and the "costruir(e)" has the empty space where you stick the pronouns, so you squish them in there.
"Posso portarti le zucche oggi?" "Can I bring you the squash/pumpkins today?"
"Posso portartele oggi?" "Can I bring them to you today?"
Anyway, sorry, I got a little sucked in there.
