I vote Johnny or Orangethroat Darters, for the substrate level species in the first tank. Also, I've had Shoal chubs in one tank, they were a great tank fish for me and will keep you lower level occupied as well. I had bad luck with catfish and a Tadpole Madtom messing my plants up after lights went out.
Another species that would work would be an Iowa darter. I already have orange throats and a Johnny so it would be cool to have all 3 etheostoma in NE.

I like the darter idea. Glad to hear you had success with shoals. What do you think about sucker-mouth minnows potentially being a candidate?
