I don't think he did the VO for RPN 9 Cebu. In addition, he was only affiliated with CCTN Channel 47 the time this spiel (referring to RPN 9 Cebu Sign On/Sign Off Spiel) was voiced.
Maybe a technician from RPN 9 Cebu or any of the radio announcers in DYKC-AM did that.
