We lived for 16 years in a house built over a brook in Lancashire, the only time it flooded was when a crew from Railtrack cleared an embankment and threw a load of bushes in, which floated down and blocked the entrance in a storm. I used to drop in every few months to check the culvert walls and remove debris, it was clear and open and perfectly safe, you could walk upright. But when we sold the house - what a circus! The buyer's insurers wanted reports so they sent in a small space access specialist who took videos and charged thousands. And it turned out that the Environment Agency had decided the entire river valley below a certain contour was a flood zone and hence almost uninsurable. Arse-covering jobsworths, the lot of them.
it's like anything else council run, wait until it's full before doing anything about it rather than regular maintenance so it doesn't get to this state.

So, how many people, lorries and robots were needed to unblock a small culvert? No wonder our taxes are so high yet our rivers and canals are in a parlous state.
What didn't impress me? Answer, the lack of prevention. A large metal grid needs to be in place across the river to prevent logs and....er boats entering the culvert in the first place. Talk about backward thinking!!
