    Honestly the vault dwellers would be the second closest thing to an American citizen (besides the enclave themselves) so I never understood why they would do this

      simple, nearly 95% of vault dwellers were experimental mice chosen by the same Government and corporation that later on became the enclave to be experimented upon in their vaults.
      so to them they are just mice that survived the experiments, nothing more.

    The Enclave in Fallout 3 were not trying to commit mass murder. They didn't know about President Eden's plan to poison the water. Not even Colonel Autumn knew about it. They were just trying to seize control of the purifier and use it to further their control of the wasteland.

    Weird thing is...Vault Tec is a subsidiary of West-Tek a military contractor that is directly owned by the enclave. I think the enclave is trying to take the vaults to create a secret new US underground and it possibly already exists in parts by the time we get to the story of fallout 3. Which might explain why there are even less remnants than you would expect to see.

      No....Most of the Vaults were Science Experiments set up by the Enclave to measure human reactions or physical changes due to something or other. So to the Enclave such Vaults were not pure Humans anymore.

    Wouldn't people living in a vault away from radiation be the most pure people in the wasteland? They're like the closest thing to original American citizens. If the enclave were actually what they claimed to be they would protect vault dwellers. But I think by killing them the Enclave sets themselves up for the badguy role.

    you don't have to be born into the enclave. you can literally walk right up to Navarro and join. in fact in the two cutscenes where Frank Horigan kills someone, he gives them the option to join first. they even tried to recruit the brotherhood of steel.

      - Nope, you can't join. They may believe you're a recent transfer... if they don't, best case scenario they drive you out, worst case scenario they shoot you down.
      - There are no information about the family in the first cutscenes. The game gives no details as to what might be happening. Nohting indicates that they are part of the Enclave. And if they were at some point, then they'd be deserters, not recruits from the Wasteland.
      - Horrigan never suggests to the Brotherhood of Steel dude that he might join. The cutscene is pretty clear. Horrigan came to unalive him. Nothing more, nothing less.

    The thing I noticed on my last playthrough is that the water is more irradiated at raven rock HQ than at some random bathrooms in the wasteland, so either they don't have equipment to monitor the radioactivity of the water or they are a bunch of hypocrites.

But because of the slight radiation in the water supply they themselves wouldn't be able to drink the water if the lone wanderer chooses to install the virus.     I believe thats not quite true.
    I read somewhere that the Intro is actually not canon (they made it simply because it looked cool) and/or they captured remaining citizen in the vault.
    Also vaulttec ties to the enclave so technically the vaults are the enclave at some point imo

    I think I once read that the reason the intro enclave in 2 murdered those vault dwellers was because they had misinterpreted orders though I don’t have a source for that so don’t take my words without a unusually large grain of salt

    It’s crazy how people will argue on whether or not the Enclave is truly evil, I think it’s like the BoS and are only as evil as that part of the faction. The Fallout 3 Enclave are the Same Enclave from Fallout 2 which is why they still kill everyone on sight. I don’t think it would be possible to join them even if you lived in a vault from birth. Bethesda didn’t have to do anything to the faction to make them appear evil, they did that themselves. Since the west coast ideals don’t immediately sound like mass genocide it definitely is, since everyone on the wasteland becomes tainted by radiation sooner or later.

    It never made any sense to me why the Enclave went around slaughtering vault dwellers when they would be the perfect candidates to help bolster the Enclave's ranks.
    You have hundreds- if not thousands, of citizens that wouldn't have been effected by radiation or FEV in a secure location all of which would have been in a predisposition to be loyal to the United States even if they had no idea what the United States was. The vaults would give the Enclave:
    -hundreds of healthy men and women to conscript into their military (even if they're just collecting from the control vaults).
    -A large pool of engineers, mechanics, trades personnel ect ect to draw from in order to maintain verta-birds, the oil rig, and any outpost or facility under Enclave control.
    -Hundreds of outposts across the country to lay footholds and reclaim the continental United States.
    -Countless amounts of resources in terms of salvaged electronics, GECKs, materials, and if the vault had connections with wasteland towns/villages/ect they would be able to see trade routs, learn about the best way to combat hostile tribes, where the best salvage locations are, and so much more.
    Like, I get that the Enclave see anyone who isn't them as "un-pure" but I mean come on, to be that fucking stupid and slaughter what could be your greatest assets is just maddening. The only reason I can think of for the Enclave to be destroying vaults and slaughtering the residents (other than the Enclave being run by complete idiots as the Fallout franchise has pretty much confirmed at this point) is that the Enclave had a vendetta against Vault Tech. Maybe Vault Tech betrayed them in some way and that was the reason why the Enclave was so hostile to vault residents or Vault Tech made it clear to them that the residents weren't human just test subjects and thus the Enclave just decided to erase Vault Tech's "experiment" using the excuse that any people in the vaults were just experiments- property and weren't necessary (Much like how the 3/5 compromise labeled African American slaves as "not really a person" and how that meant anyone of colored orgins was not considered a citizen of the United States until the 14th Amendment was passed).

      We don't know the fate of most vaults, but I have to say roughly 40-60% of vaults experienced a catastrophic failure because of one reason or another with half if them losing their entire population very quickly.
      The A.I.s of two places were deteriorating or insane, and there have been at least 2 leaders that are true psychopaths.

    Weren’t the enclave the ones monitoring the vault tec experiments? Maybe they didn’t want their subjects to have free roam of the wasteland, or maybe they saw vault dwellers as potential threats. Both times the enclave got blown up it was the doing of vault dwellers. Even the ncr who cleaned things up after fallout 2 were descended from vault dwellers

      They saw them as cattle, their goalnwas to see what would happen, or in the case of control vaults, serve as bases with people hopefully making settlement outside too.

    That's just inaccurate, in Fallout 2 it's explained that they know where every vault is and they occasionally force them open and evacuate the residents.
    The vault residents the intro cinematic were just really unlucky, because they were not the resource the enclave was after and served no use to them.

    The Enclave without Eden in fallout 3 would have been the best for the wasteland. I really wish the devs would allow you to side with autumn.

      I don’t know why you say that. He still 1) went along with Eden’s plan and 2) wanted to set up Enclave supremacy in DC.
      Keep in mind that Enclave supremacy means that they alone would be considered citizens. Any wastelander, be they mutant or human, would just be slaves to them.

    As fallouts tv show came out, i bought the discounted season pass, i visited this factory the other day after meeting erikson at the plane crash and concluded that the one who wrote the terminals about grum and the group of mutants was erikson! I knew it! When you meet him he even comments on how the fog made him less violent!

    what I think in Fallout 2 is that before the shooting , there is a part not shown, probably the Overseer refusing to send Dwellers to the Enclave and the Enclave just killed them because of that (just like those farners)

    Fallout 2's intro is by far the best short intro I have seen for any game.
    Anyone got suggestions of similar? No such thing as better though and will be impossible to convince me of such.

      So far my favorite intro is Saints Row The Third, where you rob a bank, jump out of plane in a tank, shoot at mob while freefalling and than getting Drone Targeting rockets.
      If you really mean intro movie, than its Assassins Creed Revelations, with Ezio at Masyaf.

    The writers see them as nothing more than "the big evil bad guys", they're not meant to be a legit faction of the setting, just a simplistic "evil" for the player to fight against. Personally I think they could be more, but its just not how the writers use em.

    On the last note. The enclave cared little for those wastelanders' safety considering them "expendable mutants" meaning the second they outlived their usefulness the enclave would execute them

    Vault were made to get info about what would happen with other experiences, control ones seem to be for having the dwellers make hospitipal environments.

    I really wish they would retcon that bit of lore. It makes no sense for the mutant-hating Enclave to eliminate the only other groups of pure human remnants. The Vaults could very easily have been the foundations for an Enclave rebuilding of America, instead Bethesda needed "scary bad guy faction" and made them kill innocents for no reason.

    So they are like Imperial Japan or Middle Kingdom China viewing those not of their faction as a sort of subspecies that’s only there to work or be killed. That makes a lot more sense than just blaming it on bad writing.

    Honestly, we can just admit that it's bad writing. Sure, they hate mutants and see anyone not born into the Enclave as mutants, but realistically, they would see unmutated vault dwellers and go, "these are pure humans with no mutations. We should make them join the Enclave so we can have even more pure members."
    Instead, the writers decided to go, "nah, fuck doing anything that makes sense. We need a faction that's evil for the sake of being evil, even if it doesn't make any sense with the lore we made for them," and Bethesda continued it and even made it worse from there.
    But make sure you don't admit that the Black Isle games had bad writing around the Fallout 2 fans. They'll find where you live if you dare to insinuate that their precious Mark O'Green could do something so fucking stupid it ruins the lore in Fallout 2 and all future games because of it

The next fallout game needs to take notes on giving more sides to their factions than just "good vs evil". So muxh potential wasted.

      @@henryofskalitz4879 NCR is repeatedly shown to have simiar issues to the pre war us, namely beucratic inefficiencies, cultural insensitivity when it comes to dealing with certain peoples, policitcs being heavily intertwined with money and as well as fighting wars of expansion that dont really go anywhere.

      Although Bethesda and their soyjack fanboys believe both said factions were "Good guys", each had their moments such as the brotherhood goal of establishing themselves as good guys by killing and scourging the waste for a simple laser rifle.     Fallout 2 is messy. Personally, I wish they didnt show the original vault dwellers.
    The scene makes more sense if you leave it vague, and then PC later finds the Deathclaws in the Vault, and the cutscene replays.

    That makes absolutely no sense. The Enclave only considers surface dwellers non-humans based on their DNA. Killing Vault dwellers was never elaborated on and contradictory with canon events.

    They shot two of the people in the fallout 2 intro who attempted to resist being brought to the oil rig. Amata was probably seen as irradiated due to time outside the vault.

    Never understood this, no rad mutations u think they would set up small settlements in this vaults and upgrade them, move ppl around a lil, ppl especially hood none mutated ppl are hard to find and vualt dwellers would help with the small gene pool problem they have or are about to have, lazy wrighting tbh
