As a scouser this knocked me sick. We all saw what happened in kirkby the other night, and there's plenty of stories going around about how this escalated. Some might say that the lack of police intervention of incidents that occurred in the months prioir was as a catalyst to the events the world saw. There is no way that someone taking photos can cause harrasment alarm or distress. He has not said anything to cause it, not written anything to cause it and as photography is totally legal in a public place (+a 10 HMA) his actions can not be disorderly.

Or meekly accept a verbal warning, you're admitting some sort of culpability that way.

For anyone reading, you do NOT need to give your details for a dispersal. As Reggie said, no crime was commited. If you refuse to disperse then you will have committed an offense though, but as Reggie just walked through, these two muppets were wasting everyones time, this is NOT what they're meant to be doing.

A dispersal order means that the Police can ask a group of TWO or More people to leave the dispersal area. Make a complaint and sue for loss of liberty and freedom of choice, i.e. restricting your movements unlawfully.

(a)required to attend for the purposes of the person’s employment, or a contract of services to which the person is a party,...........................the constable abused the dispersal
That part of the ASB Act 2003 was repealed and replaced by sections 34-42 of the Anti-social Behaviour, Crime and Policing Act 2014, and can apply to a single person.

the whole point of a dispersal order is to get you to leave the area - you had already left the area and they had to chase after you down the street, so a dispersal order isn't relevant, they tried every trick to get your I.D, those days you can never trust a copper
