I really like your method of drawing the sillouette first, i might have to try that! I usually try to sketch like you would on paper and that doesnt really work in pixel art 😂
These look fantastic! You should avoid using solid black outlines in pixel art though, you'll start to get much better results if you shade and color your outline based on the neighboring pixels
How I thought of them like in a gamboy like game or someother games like it. 32 bit: Character profile/cistomization 16 bit: overworld model 8 bit: small model for bag/ party swapping 4 bit: overworld photo or picture on stuff. All of which I love a lot.

Por ejemplo, 1 bit es solo blanco y negro, 4 bits usa 16 colores, y 8-16 bits tienen más detalle y colores, como en la NES o SNES. Es más una forma de representar estilos retro que algo técnico.
I like the 16 bit more than the 32 bit. I think you made the 32 bit too detailed and the proportions are off somehow. The 32 bit looks like a character cosplaying Pomni rather than Pomni herself.
This is really neat, although one unnecessary "nerdy" nitpick I will say (and I'm sorry for it anyways) is that the 8-bit pic slightly exceeds the usual palette limit of the NES, because usually allows to do 4 colors at most, including the transparent color... Unless we may account the "Super Mario Bros 3 trick", where all characters had two sprites for themselves and their eyes separately, except both in Pomni's case there's actually 6 colors in total instead of SMB3's 5, so that means additional data size... Ya know what, I think I'll stop... If it's nice, then it's nice, that's it
I don't know about the color limitations of 16 and 32 bits, but 8-bit is normally limited to 4 colors max (one of them being the transparency, so technically 3 colors max). You didn't respect that. You also didn't respect the 16×16 sprite size. Your sprite's size is 17×17.
