I believe Mark and Jaemin are both dressed as characters from the extremely long running anime Detective Conan. Mark is dressed as the main character, a de-aged teenage genius detective; Jaemin is dressed as one of the chaotic side characters, a non-violent magician/thief who creates elaborate shows and invites police and observers to come watch him get away with his thefts. It's a really interesting anime, lots of suspense and funny moments, but it's also dragged out quite a bit with each episode generally being a murder case which only rarely is actually related to the main plot of returning the main character safely to his actual age.
Mark's outfit is short and tight like that because that's how Detective Conan, from the internationally famous anime story, is dressed. Detective Conan is a teenage genius detective who is forced to drink a special shrinking potion by an evil villain group, which turns him into the size of a child. Therefore, Conan's clothing goes from fitting him when he is child-size to being shorter and tighter as he goes back to being a teenager, etc. Mark's outfit is spot on for the character he is playing.

I'm surprised you didn't get that one 😅 Jisung is supposed to be a Gumiho (nine-tailed fox) but he forgot his tails Jeno is a crown prince (blue = prince, red = king) - this is where the joke about Jeno being Doyoung's son is from, cuz Doyoung dressed as a king this year. They have a whole skit together (ft. Johnny the Tiger) in the NCT2018 video. Mark is Conan and Jaemin is Kaitou Kid, both from the manga/anime Detective Conan and you got Haechan and Chenle right!
