Contrary to what is spread in the west China is less of a police state than usa. They don't have a large police force in China so they rely on cameras to patrol the streets and complexes. Further more this is one of the main reason why China is one of the safest country because when someone thimks about committing a crime, they know they are being recorded so no use in committing the crime because police will find you soon.
