Just curious is a home buyer in Florida required to have home owner's insurance in Florida if they pay for a home in cash (no mortgage) ?

Homeowner's insurance is not required if you own the home outright. It's not recommend that you don't have it but there are people who choose to self-insure.

Do they build a house with 4 bedrooms and 2 bathrooms, 2 cars garage 2000 square feet in 0.25 acres lot?

They can build a home of that size. Lots are standard at 10,000 SqFt or .23 acre. But if you give me a call we can talk more about this as I get earlier access to new lots and have been able to secure larger lots before for clients of mine. 772-405-7249
