PQ3 is already NIST-approved and rolled out. Signal and Apple's iMessage already use it. Experts also suggest ECC will fall before RSA will.
Cisco's expert you have is not right. Quantum computers for private use have been available for some time, even though they have a small amount of qubits.
Secondly, Cisco cannot promise safety at this stage; it's a continuous process. It's not just the Shors algorithm that we have to worry about, it's about the algorithms that have not yet been created. If you're interested in interviewing or talking to experts in this area, try reaching out to Anastacia or Patrik Walsh. Getting an interview with any of them would be a really interesting experience.

It will suck if quantum computer and deep learning are combine in this situation if company or government decide to do it for cybersecurity in a bad way.

I don't think you need a QC to break encrypted data, all you need is a human intention.
Quantum computers don't compute faster. They compute differently
With quantum computer comes quantum encryption breaking, but it will also bring quantum encryption, quantum viruses. Eh?
Maybe in the future where Quantum Computers become standardised

If a computer can have a real random function then it means real AI are coming that can think on it's own and improve and they will have self conciousness just like humans
