That's why he so foolishly goes along with Palpatine creating a dictatorship, he actually thinks that's going to bring freedom and security. But I mean it's pretty oblivious by that point that Anakin has lost himself and couldn't even tell right from wrong any more. He talks about at the greatness of a dictatorship, that the Jedi are evil, and that if you are not with him, your are his enemy. His entire idea of morality had been flipped.

Palpatine didn't want the war to end (as seen by his meddling in both sides of the conflict) because his reputation grew exponentially from it and he was killing the people who were whistle blowing his corruption; ie 2 birds with 1 stone! Federalism is also better than the Confederate's "Union of idependant nations" because it lowers the chance that one of the nations won't betray the rest. Sort of like how the attack on Naboo was an illegal takeover in the eyes of the Republic and the actions that followed were the causation of a civil war.
