Since increasing fire rate by X% is a dps buff of X% (because of no reloads) and since it makes the passive more consistent, perhaps it would make more sense to
1. exchange semi-pistol cannonade for gunslinger,
2. exchange creeping bullseye for primed pistol gambit (or galvanized crosshairs) and
3. exchange secondary encumber for secondary deadhead?
I think I'm going to run Lethal Torrent in there to up the multishot and fire rate and swap one of the flex spots for Hornet Strike (maybe) or do Deadhead. Should make ammo efficiency way easier to get and overall DPS should be going up a lot too.

would also work building for blast and electric to also use Conjunction Voltage to have a lot of multishot and ticks of damage for the passive?

Yea blast and electric are great on this. It lacks the firerate for good corrosive strip and the aoe helps a lot in dealing with crowds, plus the aoe's can proc the passive.

Some people enjoy weapons for the feel not the efficiency, also long time vets have so many resources that a lot of people just build out any weapon that's even just usable for things like duviri and EDA
