With NIL being a thing now in college i feel that all 1st round picks should at most be making league minimum salaries. Year 1 $750k. Year 2 $870k. Year 3 $1.01m. Year 4 $1.08m. No 5th year option. If you like the player - sign him.
With the NIL and what you are proposing, I think a lot of players would choose to play in college longer than because of the money. Paying at the league minimum might help the teams and possibly players to develop but to me it feels like teams would still throw young players into the fire.
You talk about the money that the rookies are getting, but you don't bring up that there's a rookie wage scale. It used to MUCH MUCH worse. Look up Sam Bradford's rookie deal. Rookies are paid so much less than they used to be.
The NFL could quit being cheap and implement a League run Under 21 minor league instead of using the college system. Yeah this would probably be a huge hit to the college game but at least this way these players can play under NFL specific systems and familiarize themselves earlier vs. having to adapt from a system in college which may not be equivalent to an NFL scheme.

NFL is going to make the money even if the players are a bust. I mean this isn't hard to understand.
Teams would still prefer to have draft picks that aren't flaming out at such a high rate.
