Bali plans to end visas-on-arrival for Russian and Ukrainian tourists after series of violations

    Indonesia’s tourism hotspot Bali wants to cancel a visa-on-arrival policy for tourists from Russia and Ukraine after finding some of them working illegally. The Indonesian resort island has seen a rash of reports about badly-behaved foreigners since it fully reopened to international tourism in March 2023. At least four Russian nationals have been deported for visa violations. Bali also plans to ban foreigners from renting motorbikes following a series of incidents in which some of them had violated traffic rules.

      Why does that mindset not apply to the US then? We are a “racist” country for banning visas from certain countries and for even wanting to build a wall on the border. But Bali can do it and it’s fine?

    as a THAI, I would say to the tourist interviewed in the clip : DO NOT COME HERE EITHER. We do not wish to welcome visitors who don't respect our home and its rules.

      Exactly! As an American who visits both Bali and Thailand every year to enjoy the beaches, food and culture....if you can't be respectful and follow the rules and laws, stay in your home country! That also applies to Americans!

    As an Indonesian who lived in Bali from 2011-2014 and witnessed many Russian and Eastern European tourists who always caused trouble there, such as staying and eating at restaurants without paying and making a fuss, it was strange that not only young tourists, but also the old ones do something like that. So I was not surprised when I saw this news. And believe me, Indonesia has not lost anything without them, because they are not tourists who spend a lot of money, instead they are looking for ways to get freebies for anything.

      As a russian I can say that you doing the right thing. If our people usually going to work outside - they are educated and cultured people, but when they going to vacation - they are absolutely trash and disgrace. You can be sure that most of russians who relaxed on Bali is a worst russians you can meet. We will be happy if Indonesia kick that trash out, they are disgrace in Russia too.

    I visited Indonesia recently and was amazed with the people, the culture, and the nature. Such an amazing place. As a traveler, please respect their rules and regulations, you are not at home, you are traveling. I support Indonesia 🇮🇩. Love from 🇻🇳

      I saw this myself in the immigration office how these people destroying Balinese culture by visiting in Bra and Shorts then denied entry. They won't even read or understand the instructions given during their visits. Horrible people!!

      FYI the Russians also called "plat R" most of them are not respectful towards local, tradition and rules.
      They're working illegally and doing businesses with their community in Bali and mostly arrogant.

    I am a Balinese, I have been working in hospitality industry for over a decade. I have witnessed and have enough firsthand experienced in dealing with these people.
    *Initially*, I didn’t want to generalise that tourists with these nationalities gave us major headache; however, day by day there are increasing cases reported that involve these particular groups. From being entitled to vandalism, trespassing on private properties - they know nothing about boundaries, to drunken fighting, even cases on scamming people, the list goes on.
    I know I can’t speak for others although I have learnt that other expatriates have complained about it and it has become a major discussion among expatriates.
    They think (mostly Putin’s) they are the biggest contributor to our economy so they can do anything and everything and get away with it.
    Sorry, they’re not our biggest contributor; if we need to say anything about contributors then domestic tourists contribute a lot more than they do.
    Then about VoA, in my humble opinion it’s nothing to do with the fact they’re in war but it’s about their attitude towards our people, culture and traditions. Anyway, it’s a common thing to do when we visit and stay in another country (or area) we MUST respect one’s culture and traditions. If you want to be well treated and respected Let’s respect each other, shall we?!

      But the situation has gotten out of hand, and as balinese it is important to protect our home and support our people. It's time the locals stop glorifying foreigners as they are overconfident in their western priviledge status (at their home country, they are simply average).
      Tourism will keep thriving because our culture is incredible, deporting toxic tourists won't stop that.

      Russians do have relatively less boundaries than other nationalities. They are super loud A Russian girl came very close to my living place once and she played music in front of my room, non stop, talked loudly. Another Russian mom never learns the courtesy, when I said hello to her, she ignored. And she and her child swam in front of room, making huge noise, not caring about others. Before I came to Bali, I seldom had contact with Russians, now I have the stereotype about them. Loud, disrespectful, arrogant, selfish, self centered.

    I've lived in Phuket, Thailand for 12 years. There's hundreds of Russians here that have overstayed visas. Some beg for money from other tourists claiming their fear of going home. Then, you see the same guys and girls out drinking that night??? It's seems like scamming and overstaying is a big game to them. I've never seen such blatant disregard for local laws here before.

      a few days ago I saw on television and social media, there were 3 Russian women who were doing prostitution business in Bali and had been arrested and deported. and also 2 comedians who put on performances without work visas, have been arrested and deported. It is not only the duty of the government but also the people themselves who must move together because our patience has run out.

    it's not a big loses for Indonesian. cos the government is just trying to protect its citizens and their culture there. Actually, even without foreign tourists, Bali can still thrive. this was evident during the pandemic, many new jobs emerged, such as seaweed cultivation. and during the pandemic, local tourists actually jumped sharply. Don't forget that Indonesia is the fourth country with the highest population.

      If we exclude 🇷🇺 & 🇺🇦 there are still more than 200 other countries on earth 🌎 whose citizens continue to come to 🇮🇩Bali.

      What you said is completely made up & incorrect. Bali won't thrive if there are no more foreign tourists because the island has a high dependency on international tourism, which is Bali's main economic sector. This is evident back when travel restrictions were being implemented on the start of the pandemic, and Bali had the hardest hit by the economic impact. Also, seaweed farming were always a thing in Bali and the Balinese resorted to them to make ends meet.

    As a Malaysian, I support my Indonesian brothers. I have been to Bali and I really dislike some tourists who behave badly there. I also had a problem with a white tourist, fortunately an Indonesian came to help me because they thought I was Indonesian.

    When I visited bali it seemed a magical place in another time. Because of its isolation it’s preserved so much of its culture. I remember wearing scarves around my shoulders in Temples. I remember respectfully watching ceremonies for their ancestors with paper towers and cows burnt.
    I remember going to neighboring islands where Ramadan was happening and we kept quiet at the disco! My first Silent disco!! It was brilliant! We got head phones and booped our heads all night silently to respect locals! I loved our collective effort to respect island life. And to enjoy this beautiful place and its beautiful culture and people. Respect is a requirement when visiting other countries. Remember korea and Singapore ? There are harsh circumstances for behaving badly there. Indonesia can do the same.

      I think you meant Nyepi, not Islamic Ramadan. Most Balinese are of Hindu in religion so they celebrate Nyepi, which translates literally to "keep silent" in English 😊

    I've been Bali and Kalimantan multiple times. Mostly in Bali. These two islands are like paradise with great people over there. Very welcoming,so tolerances, very respectful, very helpful and very warm. These tourists are misunderstood and take advantage of the kindness from Indonesian. And the guy was on interview it's really show arrogances himself. Bali without them are really ok just like before. Also without them,Bali still one of the most visited islands to foreigners 👍

    I have visited Bali many times over the past 20 years and I have NEVER heard the Balinese talk negatively about any race …. until now.
    Without any soliciting we have heard from a number of drivers, hotel staff, and waiters how much they dislike Russians. It seems they have all have had extremely negative experiences and it’s not just the motorbike behaviour or flouting cultural rules, but their arrogance, rudeness, and self entitlement in restaurants, taxis and hotels that annoys the Balinese. A couple of drivers have told us how happy they were when they heard that Russians have been jailed or deported. This is not the way that Balinese speak about other people, but they are currently very happy to express their dislike of Russians and want them out of the country.

    It's the first time our Bali get so much complains from foreigner visitors. Most of them reported from that country. I live in different island and I used to live and studied in Bali before. And it was peaceful. The government took immediate action to bring back the safety and peaceful Bali.

    The problem wasn't necessarily drunken foreign tourists acting like drunken foreign tourists (I'm looking at the Brits, Chinese and Australians on Bali). The problem specifically was Russians and Ukrainians overstaying their visa (VOA being 30 days, and the Ukrainian War and the Russian mobilization already taking longer than 30 days, if you've followed the news recently) and illegally taking up jobs. Yes, they're still welcome as tourists. But not on VOA. The reason Bali was very popular with people fleeing Ukraine and Russia was that flights to Bali were simply far, far cheaper than let's say, a flight to Istanbul or Dubai.

    As Balinese, I will agree with this. We survived the pandemic era, so, losing tourists from the 2 countries should not be a big problem for us. Hopefully, in the future, the tourists who come to Bali are people who really appreciate the nature and culture. Not to escape from their own country.

    It’s not about the war between Ukrainian and Russian, but mostly contributed to their attitudes when staying in Bali. Illegal and dangerous activities toward local and other tourists would bring more harm than benefit to local tourism ecosystem. So, as someone who grew up in Bali, I would agree to this policy.

    Last year I had the pleasure of visiting Thailand while attending a friend's wedding. (Beautiful wedding.) However, as Thailand is now flooded with Russian tourists, I will happily go to Bali next time I visit that region of the world.
    I travel to many countries, and I am always happy to learn the local customs and abide by their norms. As an American, I truly appreciate that many people make the effort to learn some English. If they do not, no problem. I still smile and do what I need to do to get by. My desire to communicate to people in another country, is not their problem, it is mine. I find joy in overcoming the challenges created by my linguistic short-comings. lol
    My favorite joke to share while travelling abroad.
    Q: "If someone who speaks two languages is Bi-lingual, and a person who speaks three languages is Tri-lingual, what is a person who speaks only one language?" A: An American.

      Hi Paul, I have lived in Bali for 3 years from 2011 - 2014. And I can say that of the many tourists from various countries in the world, it is the Americans that I respect the most, because they really respect the locals, I know we are Indonesians maybe not perfect as the host of our country, sometimes we are quite slow (for maybe international standard) in serving because of our culture (even we have a Javanese saying in javanese, "alon alon asal kelakon", it means do it slowly the important thing is safe), and only Americans never speak bad about our culture.

    As a foreigner who lives in Indonesia i have seen lots of issues with foreigners not only Russians or Ukrainians but as general, they come to shop speaking English expecting everyone to speak English, and when workers cant speak it, they get angry how come you dont speak English, if you come here or no matter what country learn basics of that country language, respect culture and behave, in other hand VOA ban not going to solve issue since there is other visa like tourist visa witch coast only 500idr more

      They aren't used to it because in Europe, everyone uses English to speak to each other as a second language, no matter whether they are French, Greek, Polish, Danish, German, Albanian etc. People in ASEAN will also have to learn English as the region becomes more integrated into an economic and geopolitical unit.

    I recently visited Bali and i would tell you, foreigner using bikes are dangerous cause some of them was not capable before and barely able to stay upright, and they drive even more dangerously than locals, so yeah, tightening regulations is something that can be done

    -Dare to do a protest against the locals about locals roosters.

    Being a foreigner I totally agree with the decision of Indonesian government because I've seen dozens of times that some foreigners are disrespectful ,not following the rules and being arrogant to Indonesians so they need to learn a lesson.     I’m in Bali now and I’m Filipino American and I was just talking to the owner of the guest house I’m staying at. She and the staff told me how Russians are generally disrespectful to Balinese culture and they act superior to the locals they don’t respect them. They also work without permit, they get paid to lead tours etc… when these privileges should be for the locals. The same thing is happening in the Philippines with Koreans and Chinese

    I live in indo and many are causing too much trouble in Bali... bullying local people, illegally setting up businesses here, working in indo without proper work visas (thus not paying taxes), destroying rental motorcycles, among many others.     There's an old Indonesian saying: "di mana bumi dipijak, di situ langit dijunjung" (where the earth is trodden, the sky is upheld)... It's similar to "When in Rome, do as the Romans". We really welcome and appreciate our guests, but decency should be upheld, common norms should be respected, and local regulation should be followed... If these people don't have the decency to do just that, they may leave, I'm sure there're other guests that can do these simple things... I'm a Balinese Indonesian btw

    Our country's culture and heritage must be preserved. Bali has lost much of her mystic charm due to over crowding and globalisation. When I was young, I would get chills visiting Bali. There was mysticism and spiritualism in the air that's rarely found elsewhere. Let's not sacfirifice further and work on restoring Bali's true identity.

    I just visited bali a few days ago, personally heard the complains from locals about Russian and Ukraine. Quite a few of them doing illegal businesses, including smuggling and undergroud doctors, also hopping among countries to escape the visa restrictions. Although the ongoing war could be the reason that lots of people flee their countries, that kind of behavior will not be tolerated anywhere in the world.

    This ban is only for "visa-on-arrival"
    Russians and Ukrainians can still come to Indonesia with Visa in the old-fashion way.
    In short, they didn't ban Russians/Ukrainians, they can still come, just more strict.

    We have no obligation for those foreigners who feel affected by these new regulation.
    We’re deeply care about our own culture and our own people. Many foreigners out there that can see Bali from a very respectful point of view anyway.
    We have a saying in our culture “Di mana bumi dipijak, di situ langit dijunjung” which means wherever you step your foot on, there you should embrace that place.
    So, if you’re in Bali and you realize that you’re a guest, then you should know how to behave.
    The way we respect our guests, really depends on how you behave in OUR HOME.

    I saw two instances of Russians. One a group sat down to eat then ran off without paying at the Airport. In Kuta a Russian gentleman got really angry at Hardrock Cafe because the staff wouldn't give free food and threw a chair and left.

    Have the Indonesian government not open their eyes when they go around their own country? Their own Indonesian citizens also commit traffic violations. See how many people squeeze on 1 motobike. I saw 5-6 people squeeze on 1 motorbike before sometimes even children riding motorbikes.

    Russia has a crazy inferiority complex. The guy in the interview is so typically Russian, it goes hand in hand with the "they met us in an unfriendly way" video of that Russian tourist in Kazakhstan.
    One one hand this guy here complains about revoking the visa free entry option, on the other hand he says it's no problem at all, repeatedly. It does not fit his world view in which Russia is the best, biggest and most important nation in the world, while in reality the Russian economy is sized between Spain and South Korea, and that was pre-war.

    Two years ago, a Russian Couple ride a motorcycle and jump into the sea with the motorcycle. Nowadays there were various violations including the usage of illegal number plates. Sergei Domogatsky's Lamborghini was confiscated for carrying a DOMOGATSKY number plate. He ran away to Dubai before he can be arrested

    Rude + poor + public disturbance + insulting locals and our culture.

    Many of them became a beggar or open a donation, which they spent on beers. 🤷🏻‍♀️
