If your pc using and nvidia gpu you then you should have the control app As default
If not then download the latest drivers from the Nvidia official website and it will install with the software

Watched a ton of these tutorials, none of them worked, then i figured out that it can only be enabled for 1 version of premiere pro, I have 2022 and 2023 installed, and 2022 had it enabled so I had to downgrade my project files in order to go and use this option, will do fresh installations later.

if premiere dont use your GPU here's an easy fix i found:
go to Preferences > Media, and Select both "Enable hardware accelerated decoding" (nvidia) > Restart

@@RedDFilm so in my case .... I used a logo as a watermark on the top right corner of the video .... but the pixel size is 14000 x 14000 .... So that's why the gpu acceleration stopped on its own ... then i just resize my logo on Photoshop and then use it in the premier pro.
I guess maybe the resolution size of that image is way too much for the premier pro to handle ..... So i suggest you check all your file sizes and try to play the video by deleting every single element at a time ... That's how you'll know if there's any element which is bigger than the capability of premiere pro....
But in my case i have already enabled gpu acceleration (cuda) and the error which i was facing was coming from the compatibility side.
so don't forget to recheck that setting.
