Interesting video. Also interesting is how little the people who comment know about welding. I personally would not use a power tool battery like that, you are likely exceding draw limits that could overheat the battery and damage it, it depends on how important your battery is to you. Just borrow your neighbors battery.

I believe carbon arc braising actually works better with AC current than DC. Connecting this to mains is probably a bad idea though...
