I think that would be on a case by case judgement. I never add additives if it’s not needed. In our are area I just have customers add #1 fuel if they have trouble running #2 fuel. maybe there are a few other techs who can leave a comment and they’ll us what they recommend!
It's definitely a good idea but ideally once a year to inspect for water in fuel during a preventive maintenance routine and then you can go forward with treatment most work by dissolving sludge and water Outdoor above ground tanks are especially prone to this issue and is always a good idea to put additive at every fill up to prevent gelling
