First we need to understand
To be - state of being.
To be + past participle - Passive.
There is a major difference in my knowledge. if you are talking about only to be it's mean (hona hai sense Mai/state of being).
And if you are talking about to be + V3 (kaam ko kiya jana hai ).
In future we are talking about something that will happen but not sure when and how much time it will take but in to be + V3 we know the work will be done for sure and there is some assurity as well and soon we could say in a very next second
