Now, I will be informed about the decision.
So what's the difference between them??
Both sentences convey almost the same meaning. There is a subtle difference.
First sentence ( I am to be informed about the decision) suggests that there is a plan or arrangement for you to receive information about the decision. Whereas the second sentence ( I will be informed about the decision. ) suggests an expectation that you will receive information about the decision in the future.

According to my opinion, you said in the following sentence,"the nation is to be addressed tomorrow morning"" That subject is not present.but subject is still present in this sentence "the nation"how you say that subject is not present,I am perplexed about this sentence.
