By seeing Doomsday and Journey's end so high, it seemed like there were a lot of people easily manipulated into thinking those shallow episodes were any good. After Empire of Death, it seems more people are wise to RTD's tricks.
Fun fact what 2 best episodes, in one of them the Doctor almost doesn't appear, and the second one ONLY have the Doctor.
