Hi! If you boost a post that was originally posted on Facebook and boost a post that may be identical but was technically posted on Instagram originally, you will be boosting two different posts. But yes you can absolutely boost them at the same time and with the same budget!

If you're solely selling on Facebook, and Facebook shut down for two days, that's two days you don't have access to your buyers. It depends on your goal! If you want more post engagement, then that's exactly what boosted posts are for! But if you want more website traffic and sales, there are better ad campaigns to run than boosted posts.

They should! Same with when the boost ends, the engagement should carry over to the original post after the boost.
