Yes, definitely. As long as the person wants to be snatched or her waist is flexible enough for snatching, sizes doesn't matter. Follow the guideline from the video, use your own measurement and it will come out well.

Depending on your area, you can get it in local stores or big markets where they sell tailoring materials. You can also order online if you can't find it in your area.
The cup width is from the mid chest(bust/breast bridge) to the side of the boobs. Or measure your favorite well cupped bra from the center to the side of the cup.

Yes, snatched waist or not. Just follow the cup guide from the pattern and create a home made cup.
