I've personally noticed that you should only really buy these when you're full build already, or if your champion benefits from movement speed a lot. For example on Master Yi, the Gunmetal Greaves are a really good upgrade and worth the money, because they give melee champions 15% movement speed on attack decaying over 2 seconds. This makes it impossible to run away from you. Crimson Lucidity seems to at least in my experience be pretty good on Ezreal for example, but you should never rush them after the 2 first items. Maybe after third item. On Yi if you have feats, you want to get the upgrade for sure if your build has Berserkers. I did the math on most boots at least and only the swifties and berserker upgrades are worth buying on average. Keep in mind that this is average. Mercs is worth against a heavy ap comp as well. Interestingly tabis not so much even against a heavy ad comp. xPetu also made a video on the math and statistics, so if anyone is interested, check out his channel.

It was like 60% for first dragon let alone three objectives. This bias to the boots being op is that the winning team gets them. Soul has a 70% win rate yet people are fine with it. Only negative is first blood but riot said they are fixing that. What we should all be upset at is no more free to play skin loot because chests are removed.

Boots are not the cause of someone winning. If someone has the feats, they are already ahead in the game and snowballing way before it's worth it to buy boots.
Fully disagree. Getting new boots asap after 2nd item is so powerful. Instead of sitting on components you can get basically a 3rd item for 750g. Unless you’re a champ that HAS to have 3 items in order to spike, getting boots 3rd is the way to go.

It's just like the old boot enhancements, you only buy them once you have no more item slots left.
