If he was a character in The Boys he would be WAY MORE creepier and more evil. Here he's just a very traumatized and almost over-protective guy who can live with the fact that he lost his very young sidekick. In The Boys, all of the superheroes are just a bunch of assholes using their powers to doing stupid and spitefil stuff, while in The Venture Bros, superheroes and supervillains are shown, in a very absurd yet sensitive way that even if those guys got those amazing ( and sometimes weird ) powers and/or abilities, they are still very human, with their upsides and downsides in each camp
Captain Sunshine was proof of Kevin Conroy's incredible range, really would have loved to see him do more whackier super heroes instead of Batman all the time. RIP.

Good news, if you pay attention to the lore, Hank was 19 at this time due to cloning, bad news he and many others genuinely believe Hank and Dean are 16, especially captain sunshine. Only Rusy, Brock, and the mother knows Dean and Hanks true age.
Not happy and surprisingly innocent. He's severely traumatised by his last sidekick getting murdered, charred and then mailed back to him. His fixation on his sidekicks, while undeniably creepy, are just because he can't process what happened and so has become fixated on keeping Wonder Boy safe.
