Stalin really is a solid cruiser and fun to play, except when everyone targets you for being the radar cruiser and when your team mates give you crap for sitting back at the start because you're a radar cruiser.
I agree with you that Citadels should come back. BBs are very powerful, but have to die, if they do something stupid. On the other hand there should be reward for doing something smart on the battlefield; like making somebody show broad side. This is after all a strategy game, so strategy mistakes and brilliance should be visible.
To your point in the first few minutes (citadels being very rare in modern WoWS compared to the original game design) that's honestly the main thing that made me quit a few years back. I could deal with the obnoxious CV rework, I could deal with subs... but I couldn't deal with that the game was simply becoming dumber. Positioning meant less and less with every patch, as fewer and fewer ships remained that were actually in a "You make a mistake, and you die instantly" situation. As you pointed out, in the original USN + IJN as the only two nations in the game, that meant that there were essentially *no* battleships that were resistant to citadels. A player in a NC could easily win a fight versus a Yamato, if the Yamato misplayed and exposed his citadel. Likewise with an Amagi versus a Montana. All it took was one error, and that made the game feel more tense & challenging. Likewise, DDs used to absolutely eat shit if they took a BB-caliber AP shell lengthwise through their ship (either from the bow or stern). You had to play very cautiously in DDs, always checking what your angling was versus battleships and cruisers. At the same time, flooding used to do like 50% of your ship's max HP in damage, if you got hit with a flooding while your Damage Control was on cooldown. So any ship, CV BB CA or DD, had to really be on your toes and not eat torpedoes at a bad time. By comparison in modern WoWS, ships just thump each other with broadside hits, shells at any and all angles, torpedo hits all the time, and so little of it feels like it matters. With this new model, player skill (ability to not expose your BBs broadside or DD's narrow angles, ability to time your DC team to not get caught out by a torpedo, etc.) matters very little compared to what it used to, and the impact of RNG has become far, far more felt as a result. Back in the day, people rarely complained about RNG (by comparison): if you got sent back to port in the first few minutes of the match, that was because you misplayed; simple as. Nowadays, when that happens people blame (accurately) the enemy BB as having gotten lucky with superb dispersion, or the DD's torpedo spread just happened not to leave a gap right where you were, or the enemy cruiser rolled super lucky on their fire RNG and gave you 4 fires the moment your DCP ran out. TL;DR WoWS nowadays is extremely dumbed-down from what it used to be, and has become incredibly boring as a result.

Blue Line I think you shoul be perma spotted and not be able to shoot or use consumables. Not using consumables means all timed actions pause too. Guns stop reloading same as torps and cooldowns pause too Steering and power stay full so you can get off quick though.
Where you take your mods form? I am wondering if there is a safe place. I had a serious incident with My PC that made me do a full cleanup of all data. So I stopped using mods.

It shows how WG view the majority of their player base... really not very good/brain-dead. So to stop them from giving up too quickly, they make it harder for the good players to just blast through them, the way they should be able to. In other words, they value noobs more than pro's. I can only assume because they make more money from Noobs! it's economics people!
Carriers were never balanaced sure, but they also used to require IQ to play, concomitantly only ~5% of players actually did well in them, these days any moron can succeed in a CV and it ruined the game. Positioning is still important, but if the CV decides your dead, your dead. Lolvermatch is also BS but the BB boys always had that leg up because the bottom half of the IQ table main them.
Interesting see all the low quality players in the game chat bitching about how crap their battleships etc are, while you completely carry your side and demolish the opposition.
