That's because in the areas where there's a majority English-speaking population they have the right to post signs in English and/or bilingual FR/ENG. I know that "STOP" is also a valid word in French, but it's generally not used here in Quebec, since it's use may be frowned upon in French majority areas (which is about 90% of Quebc, but only about 60% of the Montreal area).
As a Canadian I can confirm that your assessment is incorrect. Yes there is similar parts but not just of the USA. All the cities in the world have similarities.

The quality of asphalt, roads, streets, sidewalks, and urban planning in Canadian cities, especially Montreal, is more reminiscent of a third-world country than that of a developed nation. Vandalism and graffiti are unsightly and uncivilized issues in Montreal.
