    Japan can legally sell equipment now, because it changed the three principles on arms exports to the three principles on defence equipment transfer, which now allows export of equipment to friendly nations. This is how Japan was trying to sell it's Soryu submarine to Australia for example.
    The reality is that the type 99 is never going to see action in Japan, and the Japanese army are unlikely to be engaged in war in another country anytime soon. Therefore this weapon will simply over the years become more redundant until it is retired.
    While the type 99 is still a relevant and capable weapon, many of them should be sold off to other countries, countries which are deemed trustworthy, and helps Japan's own strategic interests. Japan has 117 of these, I would sell 100 of them to Vietnam. Not only are they more useful for Vietnam, who is connected by land to other countries such as China, but then the profit made from the sales can be placed into Japan's new naval and airforce programs, meaning less spending by the government has to be placed into those, less burden on tax payers.
    Not only this. But the Japanese ship builders should create an export ship for Vietnam, something about 1000 tons, and including the type 90 SSM missiles. Because the type 90 SSM is still valid, it can be sold off. It's better than getting nothing out of them and retiring them all soon, since the type 12 is in the process of replacing them now for Japan's navy. The Vietnamese could get a very good use out of these weapons, to have more power in the seas near Vietnam and push China away.

    Are those type 99s linked with FDC?
    Or are they capable of using time fuze without getting help from FDC?

      The fire control system of the Type 99 SPH is compatible with the Field Artillery Fire Command System (JGSQ-W3), a tactical data and link system for artillery units of the Japan Ground Self-Defence Force. As a result, Type 99 SPH is capable of precise, simultaneous firing on a battalion scale.
      The Type 99 SPH uses inertial navigation systems (INS) or satellite positioning systems to establish its own position and azimuth. The Type 99 SPH is also capable of advanced functions such as automatic targeting, aiming, loading and firing by remote control of the FDC.

      I read on news reels that the type99 will still be subject to newer upgrades(unspecified) and so is the whole SDF due to a changing security enviroment
