Yay! So glad you're getting more into COIN (and COIN-adjacent) games! You're definitely going in the right direction in terms of complexity. Gest -> Vijayanagara -> Cuba Libre -> People Power. Might I suggest Andean Abyss or A Distant Plain to be next on your list, in terms of upping the complexity? If you can get your hands on either one of them, that is.

I like it, but I've heard to be wary to recommend as a start into the series, because even though the rules are on the lighter side, the game can appear to be very swingy to players inexperienced with COIN strategy.
If you enjoy the COIN genre, then you’ll love Fire in the Lake… a little more depth and complex since there are more factions involved, but it is a pretty good Vietnam War game. 🙂
They should make a COIN game that's like twilight struggle and Pericles combined, where 2 players play the US and Western Europe, and 2 other players play the USSR and China. I guess that's like Wir Sin Das Volk with its 2+2 expansion, have you tried that?

There's a lot of rules checking for sure, but I really enjoy the game - particularly Cuba Libre. Tremendous fun, IMHO.

I have not tried Wi Sin Das Volk, but you should design the game you speak of!
