So Serbia is infamous for mostly borderline qualifying or not qualifying (for example, qualifying with 9th or 10th in the semi or nqing at 11th). They technically would've in 2009 but there was a weird wildcard thing. Getting more than 20th in the final also isn't that bad, especially when there are always roughly 40 entries every year (26 finalists every year).
With 2023, I think the national final performance was much better and I enjoy the studio version of the song.

First time I heard about this "infamy" and Ive been watching Serbia for decades. Serbia is consistently one of the best contestant countries, the voting results are a sham and dont reflect on the actual quality on display.

The guy from 2009 is like your brother with an afro :)). His song was fun. I am sure it failed because of the jury, not because of the public. It was a better song than that song of the guy that followed for sure. Keep in mind that votes are a bit political too (depends of the country positive or negative image on the year), so places are influenced by that too.

He was 10th in sf, but they used the wildcard and changed it for Croatia.

I thought they were going to do so much better this year but the final performance was quite lacklustre BUT only came 10th in the semi so.

You missed the best song in my opinion and that is Lane Moje 🥺 i mean it was Serbia and Montenegro together but still the best one☺️
