What's the reason for inserting the bit only 90% of the way in?

Some router bits have a small radius from the shank to the cutter. If you inserted the shank 100% until it hits the cutting profile, the collet may only be gripping the radius rather than the entire shank, which could be dangerous. Does this make sense?

@@ProvoHighWoodworking I'll take a look at my bits (or take a micrometer to them) to look at the diameter variation.
