I know steel type was only a recently discovered type in this game, but honestly it feels so weak that this is all of her Pokemon. She should have at least evolved one of the Magnemites or maybe add some other people that's about as tough as a steel type.
I was actually thinking a similar thing the other day. I think that has more to do with there being 16 Gym Leaders. The scaling of Gold/Silver is less than Red/Blue, so each Gym Leader in Gold/Silver doesn't have the gaps in levels as Red/Blue does. I think if Gold/Silver only had 8 badges the scaling would be steeper, and we would see higher level and more evolved Pokemon at this stage of the game.
