However, there may be an explanation - and indiscriminately mixing mentally disturbed persons and "normally functioning" persons in prison without providing treatment is more a kind of revenge rather than punishment. They may not even understand the reason for them being there, without professional treatment. Opting for medical treatment (in closed institutions of course) may even, in the end, when the perpetrator understands what he or she did, be an even more severe punishment. You don't need to feel sympathy toward what they did, you need to show understanding and humanity. But I believe we view this too differently for a discussion to be meaningful, so let us leave it at this.
