I always saw the movies as a character development for it's main players or a fillers
until movie18 and onwards, it's when Gosho started to link to the main Storyline, that's when most people started to consider part of Conan

Movies are not canon in the sense that the events in the movie don't take place canonically. However some info can be revealed in movies that can be taken as canon.
that's it, even some of the info revealed in the movies was mentioned in the manga after so the movies are not totally filler
