I think it would make more sense to have a quay wall around the military base, rather than the natural land. Since you don't have a surface painter, adding a rigid quay wall with sharper, less natural angles can help make the island feel a bit more man made
As someone who lives in San Diego California, a city with a lot of military bases, north island being the biggest, search up Coronado and see how the north island has been terraformed a lot and seawalls placed around it or large amounts of rocks, usually much more straight lines and unnatural landscaping when it comes to military bases and they are usually in more strategic locations, for example north island is at the entrance to the San Diego bay
The base should be connected to the city by a small bridge. We can just pretend it raises up as part of the checkpoint. Some I’ve found were Rock Island Arsenal, Illinois and Santahamina Island outside of Helsinki, Finland. Love the series and the way the whole metro is coming together.

Maybe two on the main road that is bringing the traffic to the island and some office building near it which can somewhat act as military base entrance. A single railway line coming to the area can increase the military look ig. Cheers.
Another video idea could be redevelopment near downtown Brixton, you can remove the industries near the downtown and reclaim the land for residential and commercial development and develop a new industrial park outside the city
I think on top of seawalls or quays, less green space and more concrete makes sense for something like this. Maybe sea access as well. A military base out in a rural area feels more likely to have trees and paths and such. This probably would be all concrete.
Seeing how it's a high budget island coming off of a city not in the middle of nowhere also it's not big dirt roads in this scenario wouldnt be realistic
I think you should extend the island a bit more and put the smallest airport on the base for it to look like a militsey base and have the helicopter pad near it too. Other than thar i love youre builds i cant wait till xbox has the game youre city looks amazing

Why don't you try to make a giant city, like joining all the cities you made and making a city like Los Angeles for example, without any part of the "empty" area, all would be interconnected forming a giant city, and the other cities like Quincy Harbor, would be part of the metropolitan region, as if it were Bixton, but a different city

I think there is an upgrade for the police headquarters that allowes a helicopter! Same for the Hospital!
