Every TH-camr says the same thing about that stair rail. That they can't reach it from the bottom step..
I own a 42ft 2020 Salem Hemisphere with that same old school hand rail you talked about, and I'm at a complete loss as to not understanding how someone can't use that hand rail from ground level. I mean, it's right there! I'm 6ft, but even my 5ft 3in wife has absolutely no trouble reaching it from the ground.
I mean, sure, if you're having such a hard time reaching something right in front of you within arms reach, I highly suggest getting as much help as you can. But it appears you have both of your arms, so I'm not understanding your issue with not being able to reach it..

And when you are going down, you have to have your body turned backwards to still hold on to it. This rail goes all the way down. When a kid slips down the stairs because there isn't a railing i'll make sure to send the bill to you because you said we don't need it.

Lol. Hey, if you need it for that very first step because your arms can't reach it, then absolutely no worries. You go ahead and purchase whatever you need to get up that first step.
Honestly, I've never met any kid that ever used a hand rail unless they had a broken leg, but if you feel that last step is going to put them In a wheelchair because they would have to hold their arm behind them a tiny bit to step onto the ground then you definitely needed that rail.
Maybe you should look into a long switchback ramp just to be extra safe? Don't want to take any chances..
