The right answer is: take any place that is outerside of the figure, for instance; i'll take top right, then change that L shape to U using the match exactly below it, then take another match and cover its top and for the second square cover the matches from inside except for those you took matches from; two choices will be there and when you're done, there, you have your 2 squares with 3 moves. This applies because the question simply told to move the matches, it didn't told you cannot move it outside the figure. In simple terms the question didn't explained its terms right. Sometimes you need to THINK outside the box!

It’s not that, it’s the fact that the first 2 lines do not end with plus signs, and therefore are just expressions that have nothing to do with the equation on the bottom
