I think the reason we are the Equivalent is because, during the war, every race in the combine attacked earth, while in Half Life it's just us against humans puppets.
at that point I think Humanity's armies would have thrown the Geneva Convention out the window and began using any weapon at their disposal. Cluster munitions, chemical weapons, nuclear weapons both tactical and strategic, incendiary munitions, and pretty much everything, literally anything that could slow the Combine down to buy them more time.

Having seen violent things like Berserk's Eclipse, The Second Renaissance gives me a bad taste in my mouth because of the violence that is so short but loaded with a narrative weight that makes me really question historical events that happen and are happening that make me rethink whether to believe or not in humanity.
They didn't have enough physicists for the battle, I guess. I do like that the Combine force is not invulnerable, no force fields or other such nonsense. They fall to the same weapons as any human enemy. This is a very cool piece of lore.
