I like the presentation, but I think most of those points (eg. performance optimization, malware removal, hack protection) are just charging another fee to fix issues that should have been done correctly when the website was built. If I paid for a website, and it gets hacked, I'm not going to pay again for the developer to fix his or her oversight. Also, I don't think paying for theme and plugin updates is a great selling point. No one pays extra for phone app updates. Just my professional opinion.
Thanks for sharing your thoughts, Aaron! Many web designers don't include website security as part of their design work. Even those that do can't guarantee a site won't get hacked. Many business owners don't know how to keep a site up-to-date and don't have the time to do so. Theme, plugin and WP updates pose a security risk when they are not taken care of. And if they haven't been backing up the site regularly, that really can be a problem. You're right, no one pays extra for updates. The difference here is business revenue is on the line. If this is presented as theme and plugin updates, you're right it won't be a very attractive offer and it will be harder for business owners to understand the importance.
What you just said is complete BS. If your website gets hacked, yes you will pay for a developer to fix it because you are not paying for maintenance. You can't just call a contractor to fix your house for free when something breaks. The internet is a place where changes are ongoing day by day and your website is affected by these changes, therefore needs to be looked after along the way so it doesn't fall behind. If nobody is updating it, IT WILL FALL BEHIND. Possibly break, generate errors etc... You can't expect someone to guarantee something to work 100% for a lifetime for free.

Great question! I always make sure the domain is in the client's name so it's best to have them purchase it.
