I think I've only seen one other comment explain it but the Mei ult at 9:10 didn't freeze the Widow because it was behind the corner. A lot of abilites in this game are based on Line of Sight (same with healing circles I.E. Soldier's E) so since the Widowmaker was out of the line of sight of the drop location of Mei's robot it didn't freeze her even though she was in the circle.
I dont think anyone will see this or wouldn't care, the Mei ult didnt have line of sight on the window. Many things in OverWatch rely on line of sight to determine whether or not to be effected all explosions in OW rely on line of sight. So that's why the Mei ult didnt freeze the widow
