Why did blue draw a card in round 6 when he played public spectacle? Where is the card draw coming from?

She's recalling the spy without infiltrating, optional which gives a card draw.

It's crazy that a simple hesitation to play a combat intrigue in round 2 completely changed the game. Had green played it straight away, blue wouldn't have played his, giving second place to yellow to draw strategic stockpiling. And who knows what would have happened after that.
