Honestly, in a SHOCKING defense of Gavin... the Mega Mortar incident wasn't actually his fault. Wind DOES affect bazooka shots, so expecting it to affect the Mortar is a fair assumption. And he didn't fire it on himself twice purposefully; It automatically fires something like 3-5 shots over a few seconds. I also doubt he'd realize he could adjust its aim BETWEEN shots, even if he'd had time between realizing the wind didn't affect it and the second shot going off. ...everything else though is pretty much just him being dumb, ESPECIALLY the kamikaze stuff.

Rookie tip for Gavin: Mortars are unaffected by wind. That's always been the case. Bazooka, Parachute, and I think Grenade was in some versions. It also affects how flames from a Molotov falls. Or an explosive barrel. The Mail Strike (Lottery Strike in some versions) was also affected by wind.
Honestly, I hadn't seen the mortar before this game in the series, much less the mega version. And given how much it's like the bazooka, I'm kinda surprised it's not. Also, to add to the list; Poison gas is also affected by wind, such as via the gas sprayer, skunk, and old lady, and the map objects like the Rat Poison.

And for the record, IRL, no matter how heavy the shell is, it will always be affected by wind. If bombers, tanks, artillery, snipers etc. don't account for that they can miss their target by miles (or meters, depending on the range). Hell, have you ever seen a biathlon? They fire metal rounds, not very far, and little changes in wind can be the difference between a bull's-eye and not even hitting the disk.

Mortars are metal, streamlined missiles. They are designed to ignore wind and still hit their targets.
